Class: Recommend_OrderSet

Documentation: Recommend a particular order set. The semantics of the Recommend_OrderSet is that the guideline may use a reference to some order set as the vehicle for recommending the actions to be taken. Whether the recommendation references a specific order_item is a matter of style, and may depend on whether the CIS can handle such specification. (If the CIS cannot modify the order_item-level content of an order set, then the recommendation has to be delivered in some other way.
